When Gatekeepers Confuse Authority With Competence

Every community has gatekeepers. They may control funding, introductions, information, jobs, access to government, media attention, or entry into important networks. Some hold formal titles. Others influence because they have been around for years and know the right people.

Gatekeepers are not always harmful. Healthy systems need people who can uphold standards, connect resources, identify talent, and help others navigate complex organizations. The problem begins when gatekeepers confuse authority with competence.

A title may give someone the power to make a decision. It does not automatically give that person the knowledge to make the right one. That difference can decide whether a startup grows or dies, whether a technology reaches the market, whether public policy succeeds, and sometimes whether people live or die.

From Small-City Cliques to Institutional Tribalism

At first glance, Tucson’s startup ecosystem and the global response to COVID-19 seem to have little in common.

One involves founders, universities, investors, mentors, and community groups in a mid-sized city. The other involved governments, public-health agencies, scientists, media companies, technology platforms, pharmaceutical companies, and billions of people.

The scale is very different. But the group behavior is surprisingly similar.

Both systems show what happens when trust becomes concentrated inside familiar circles, access depends on relationships, and new ideas are judged by who presents them rather than by their actual value.

In Tucson, we often call this the closed-loop effect. During the pandemic, it became institutional tribalism.

The most disturbing lesson of the COVID-19 pandemic may not be that government officials made mistakes. Mistakes were inevitable. A new virus was spreading, hospitals feared collapse, data were incomplete, and leaders had to act before every fact was known.

The deeper failure was what happened after uncertainty became institutional doctrine.

Government agencies, public-health officials, universities, scientific organizations, media companies, technology platforms, employers, and political leaders gradually formed a self-reinforcing information system. Certain conclusions were elevated to a responsible, scientific, and morally acceptable status. Competing conclusions were often labeled dangerous, selfish, uninformed, or false before the evidence justified such certainty.

This was not merely poor communication.

It was institutional tribalism during a global emergency.
